Feudalism developed in Europe partly because William the Conqueror brought it over with him from Normandy, but also because it was an all around great idea and benefited all parties involved. Kings and queens searched for ideas about the government for thousands of years, but never quite came to a reasonable solution. For the medieval time period, feudalism was the sweet spot for government and wealth distribution.
